I was really shocked for the speedy deletion nomination, where he said because 'it was taken from the web.' First of all, taking a picture from the web is not bad as long as you give proper licensing, where I did. The licensing said 'the work is in public domain because it is a work created by an officer or employee of the Government of the Philippines' and the source given (archived by Wayback Machine) is from the House of Representatives of the Philippines (Congress.gov.ph), the legislative branch of the Philippine Government. Secondly, the link the nominator had given shows the image searching in Google, like this one. Therefore, I can say that I didn't violate any rules in uploading in Wikimedia Commons.
