This is not a proper way to draw a reaction mechanism and should not be used as a reference.

The ethoxy base will deprotonate the amine after which the deprotonated nitrogen nucleophile will attack the chlorine substituted carbon atom.

If done properly:

1. The arrow from the ethoxy oxygen points to the hydrogen atom (left arrow) 2. The arrow from the lone pair on the nitrogen atom points to the carbon atom it attacks (middle arrow) 3.
