[edit]The description in French, reproduced hereunder is not so clear. Which kind of distinction should be understood between légale and réglementée?
By definition a légal thing is réglementée when some thing can be réglementée in another way than by law, for instance with a collective convention. |

In French the légal word means, according to TLFI [1]
The réglementé word is so defined by TLFI[2] as
The pénaliser verb is so defined by TLFI[3]
The licite word is so defined by TLFI[4]
As we see, the légal word has two different meanings. To avoid such confusion, I suggest to rewrite the legend without an explicit usage of such word as hereunder Anyway, as the previous legend was confusing, one cannot know if this matches what the first author had in mind. |

In France, the penal Code, in a «2 bis» section from a chapter deals specifically with Use of child under 18 or specifically vulnerable people prostitution. This should help to classify France as a country where prostitution is, according to the selected legend wording, pénalisée/légalisée/réglementée.
