It's already twice that somebody put a tag saying something is missing and the picture has to be deleted. The picture is in public domain for the italian copyright law and for the japanese one. In Italy the copyright on pictures expires in 20 years and in Japan, if the picture is taken by an anonimous author, the copyright lasts only 50 years as you can check here [1]. This is an important detail because even if the picture was italian property the author could have been a Japanese. In fact it was taken by an anonymous soldier or clerk that was escorting the admiral Burzagli, naval attaché in Tokyo, while he was visiting Port Arthur fallen in japanese hands at the end of 1904. So, that's why the name of the author is missing: the admiral died in 1946 without to reveal it to his family. And more, all pictures regarding the admiral were donated to Commons by Burzagli Family, trough their sole heir User:Burzagli that is a Commons member.
