I wanted to explain the reasoning of the big link on the description page to en:University of Pittsburgh. The banner was obviously created for, and currently only used for, the University of Pittsburgh template on English wikipedia. Due to the lack of non-clickable images in wikipedia, which lends itself to non-experienced wiki users to clicking on images, the link is there to serve as a convenience for the non-experienced wiki user (I also find it convenient as a more experienced user). No such policy exists (that I know of) for excluding such a link and its inclusion on the description page does not preclude the image's use in any other projects. The description page/link can also be easily altered if any such future use makes the link confusing/unnecessary. It simply is supplied as a convenience for users. Yes, there might be not an exact official policy for it, but why does it have to be that so big? Also, the image can be made clickable on en:Template:University of Pittsburgh, or any other article, by using the instructions on mw:Extension:ImageMap so the extra step of a user going to the image description page is not needed.
