File history timeline

Alright, thank you very much to JJMC89, Ronhjones, and Jcb for help reviewing and approving this file.

I'm outlining the history of events below, just in case it is hard to follow.

I emailed the photographer and asked if they would be willing to license it under CC-BY-SA.
The photographer emailed me back and kindly agreed.
I thought getting their email would be enough to license for Wikipedia, but it is not.
I then made a copy of the image, licensed under CC-BY-SA (copying the license the photographer had agreed to use).
I edited the photo to remove some sensitive personal information.
I uploaded my edited copy to Wikipedia.
I submitted the photographer's email to OTRS, to verify the license.
OTRS kindly reviewed, but informed me that a forwarded email was not sufficient.
I contacted the photographer again, asking if they would be willing to submit the OTRS info, or update the license on their page.
The photographer agreed, and updated the license on their page.
I sent an email to OTRS, noting the updated source license.
Before OTRS had a chance to review, the image met a deadline on Wiki Commons, and was deleted.
I contacted the very nice Wikipedians above ( here and here) to ask.
They kindly informed me: "Since the source is now licensed under CC BY-SA 2.0, OTRS isn't required. An admin should just undelete the file and mark it as license reviewed"
Ronhjones kindly restored the file.

Hopefully this is all now clear and good. If anyone needs more info, just ask.
