Possible copyright violation, I've emailed the VOA copyright agent to confirm the situation as below:

Hello, I am writing to clarify the situation regarding copyright on several Voice of America photos that were copied by users of the English language Wikipedia project. The images were tagged as being taken by a VOA employee at the time of upload, but now several seem to be tagged with the AP byline.

For example, see http://commons.wikimedia.org/wiki/File:Voa_us_european_youth_orchestra_washington_480_17april2012.jpg, it was tagged as "Photo: VOA" at the time of upload on April 17, 2012, but if you click on the link back to the VOA story as quoted on the Wikimedia page above, you see that it is now tagged with "AP".

Or, http://commons.wikimedia.org/wiki/File:Patricia_Mawuli_VOA.jpg, The image was uploaded on May 23, 2012 by a Wikipedia user after seeing the photo tagged (File: Mary Saner/VOA). This image is also tagged the same on the Voice of America site now, but it also shows an AP tag on the photo.

Can you confirm if the images were taken by a VOA employee then used by the AP, or are they AP photos then used by the VOA? Our concern is that we can only use public domain photos on Wikipedia, hence only photos by VOA employees can be used on the Wikipedia site. We do not wish to violate copyright, and your input will help us avoid any possible violations.
