Obviously, demonstrators are carrying the flag of the Belarusian national movement (white-dark-white). Later in 1918 it was the official flag of the Belarusian People's Republic. The flag (created in 1881) of the Estonian national movement is different - it is dark-dark-white in black and white colours. Most likely, this is a mistake in the description of this photo.
