Does this fall into COM:TOO?

I had recently filed a deletion request for this file, however the major consensus is to keep the picture due to it being too simple even though no threshold of originality's extent was defined. However, in the case of Italy, the extent seems to be defined, with what I understand lies in the high range. But, in contrast, this piece of architecture is a bit complex and also it is located somewhere in a "power mill" (information was in the description for which this is the translation) which maybe is not a public place in Italy? For the time being I have applied {{ITA}} however I am second guessing myself. I am not still completely sure about it and that is why instead of opening a deletion request at COM:DR I have opened it on the talk page of this file. Pinging A.
