The flickr uploader called this a fireboat. And I can see what look like four watercannon on it. But it is kind of large, appears to have what might be a heli-deck on its bow, and a long, low quarterdeck. That quarterdeck has a couple of big cranes on it. The w:CCGS Samuel Risley has a long low quarterdeck like that, with a big crane, and she is a buoy tender. The big tugs that support floating offshore drilling rigs have long low quarterdecks, for the big anchors the manipulate for tethering the rigs. More to the point they would have a need for plenty of water cannons, in case the rigs catch fire.
