Image shows an incorrect method. No attempt at reading an estimated tenths is made. The proper reading here would be 4.140 not 4.14. The least digit is the so-called "least significant digit" and it is estimated from the smallest rulings on a device. For typical micrometers that estimated tenth is at the level of a thousandth of a millimeter (in other word at the micrometre level, hence the device's name).
