Per Joostik this is not Eastern Europe. It's Ireland. Cork city to be exact. Merchants Quay to be more precise. Must be prior to late 1980s. As the entire street of buildings on this quay was demolished in late 1980s. To make way for Merchants Quay Shopping Centre. Which opened in late 80s, early 90s.
