Is this Public Domain?

If you follow the link provided as the source, you will see the author of the blog post indicate they had to recevie contractual permission from a private archive to post the image on their blog.
While the image might be public domain under copyright law if obtained from somewhere other than the museum, under contractual law I believe they have the right to restrict the distribution of the image.
