I don't really understand why the image was deleted. See below:

If the image has been deleted due to a lack of evidence of permission, you may need to upload again including the template 'OTRS pending' in the Summary field (refer to http://commons.wikimedia.org/wiki/Template:OTRS_pending). Include the free licence you prefer and a clear statement of the source and your capacity as the copyright holder.
At that time, please respond to this email (using the same subject line with the ticket number), providing a link to the image location you have uploaded to at Wikimedia Commons. I have set this ticket to automatically close by 30 September 2010.
If you have not yet uploaded the image, please follow the steps as outlined below:
To upload a picture:
1. Login (or create a username if you don't have one) 2. Click on "upload file" in the sidebar (http://commons.wikimedia.org/wiki/Special:Upload) 3. Select the file from your computer that you want to upload 4. Select a descriptive name for the image 5. Select the appropriate license for the file
