Of course there is a way to tell. One can compare signatures, styles. I think it is Lloyd (although there also was a Norris Embry, but his style is completely different). There may be a problem with copyright. /Pieter Kuiper (talk) 23:45, 24 January 2012 (UTC)[reply]
Not being a connoisseur, I would not like to go into that analysis, without crossing the border of POV or OR. Anyway, the painting was made in 1961, so it is not relevant for your concern. The painting was made by order of a US Federal government agency. The source says This image is in the public domain and can be freely reused. Please credit the source and/or author listed above. There is no evidence that the agency commissioned this work. Usually, such portraits are not payed for by the tax-payers but by friends of the subject. It is then given to the state.
