While this file claims to be a work of the Department of State, and I have no doubt that it appeared on the webpage of the Department of State, it is certainly not actually an original work of the Department of State. Any Department of State official who was close enough to a high commander of the FARC probably would have been killed or kidnapped. I'd imagine this image is a work of either the FARC or a Colombian news outlet that interviewed members of the FARC.
