According to "Images of Chinese Naval Ships(1855-1911) / 中国军舰图志(1855-1911)" by Chen Rui 陈悦, ISBN: 9787545811544, these flags were proposal by British Royal Navy via British embassy at Beijing to the Imperial Chinese Navy.
