You are looking for me apparently.
The source of the scan was the map appendix of the "Gazetteer of Hungary 1944". The gazetteer itself was edited and published by the Royal Hungarian Central Statistical Office while the map was made by the Royal Hungarian Military Cartography Institute. The map also had several indepedent editions in the war years.
You can find basic data of the gazetteer here, for example. (This is the largest online second-hand bookshop of Hungary which provides detailed info on the books with a lot of effort. They keep all recorded data available online even if they have no copy of the book at the moment therefore they are always a good starting point to find data on Hungarian books.)
Anyway, I have an MA in Public Administration and my main interest is administrative and historic geography. Just ask me, if you need any further info.
