I agree. Horwich works used locos built by Beyer Peacock which AFAIK were similar design to BP's own 18"ga system loco 'Dot' but with tender and saddle tank. Dot is preserved in the Narrow Gauge Museum Towyn, and Wren, one of the Horwich locos, is preserved at the NRM, York. There are two Geoghegan designed locos formerly of the Guiness Brewery, Dublin preserved in Great Britain. One is in the NG Museum at Towyn, the other is at Amberley Museum, with a transport wagon that converted the 1'10" gauge loco to 5' 3" gauge. These are almost certainly the loco depicted in the drawing.
