doubt on license claims

i strongly doubt that the license (currently Pulic Domain by laws of the USA and other countrys) is stated correctly. reasoning by quoting the german wikipedia on the assumed creators of this document:

'Die Brüder Reimar (* 2. März 1915; † 14. März 1994) und Walter (* 13. November 1913; † 9. Dezember 1998 in Baden-Baden) Horten lebten in Bonn-Poppelsdorf.'

As the PD claim says the works must be done in the USA prior to 1923 its obvious that none of the assumed authors was older than 10 years at this critical date. Further the works is assumed to be done in Germany whilst the area of Hitler, meaning after 1933 to maybe about 1945. Thus the law of the USA wont apply either. Finally as copyright and german Urheberrecht only expires some 70 years after the death of the author and the last assumed author died 1998, this works might still see clear protection until 2068. It would be different if other rules are there that allow publishing, e.g. by licensing the drawing to a documentary books author, or by the creator and/or rights holder explicitely stating that this document got released into the public domain. i cant see any statement for evidencing such a state of the document. --Alexander.stohr 15:54, 23 February 2008 (UTC)[reply]
