what defines a Community, is it a Majority, or just large populations, and if its large population, then how many?? please specify... this map needs to be regulated more and become Wikistandered.

This is the shittiest map I've ever seen, and the bad part is that it made it onto the Farsi edition with the caption, "There are Hebrew speakers in Israel, the United States, and in Jewish synagogues."
