While it may not make any sense to start a discussion on an almost 8-year-old picture, about that blue bus you mentioned, it is the new livery of Hanoibus, being introduced in 2016. As of when I was writing this message, most fleets in our city have switched to that livery, either by repainting or replacement of entire fleet. Still it's quite common to spot a red-yellow bus these days though, thanks to private contractors and certain Hanoibus routes being "reluctant" to change. I hope I answered your question.
