Freedom of panorama and de minimis use

Do you think it's necessary to tag this one with freedom of panorama (assuming we're referring to the buildings in the background, or the walls, but not to the truck)? I'd say they're probably de minimis and can be neglected. I'll leave it alone, because it's not wrong—but I'm curious whether there was a deliberate rationale for tagging it in the first place.
