I think the person officiating in the picture is not Fuad Stephens, but the Labour Minister at the time, which was Tan Sri V. Manickavasagam. WARISAN: Kenapa pemimpin KDM tak hadir pindah Batu Sumpah? Fuad Stephens was present in the ceremony, but he's not the man in the shot.
