This photo was originally uploaded on English Wikipedia under fair use condition because of the opinion that Philippine government works are "not 100% free enough to be freely-licensed." However, with recent discussions on Tambayan Pilipinas[1] and on some Commons forums,[2][3][4] it has been argued that works by the Philippine government fall into public domain.
