@Donald Trung: This is more like a two flags with emblem decoration pattern, which is very common on certificates in China at that time. Please note there seems to be no other appearance of this pattern other than this document.
The emblem itself is a flower-like emblem, from its name 蘭花御紋徽, similar to the Japanese emblem at that time. There're multiple sources with them emblem from the Manchukuo era:
Similarly, two-flag pattern decoration is a commonly seen decoration on certificates of China:[9]
