Yes, sourcing is mandatory. Sometimes to show, along with the publication date, that the license is valid (in the case of this picture, it seems to be a mere assumption), and almost always to allow giving credit to the author (in this picture, no author, but unfortunately we don't have a tag for that) or to identify the copyright holder. If you want to discuss the issues related to this picture with more people (or with somebody else than me, if you think I'm partial or I don't fully follow the guidelines), you should transform the problem tag into a deletion request. I've asked the original uploader on :en:wikipedia for the source, but no response yet. I'm certain that this item is in the public domain, because the Ellwanger-Barry nursery ceased operations in 1918, but I can't 100% prove that it's not a later recreation or something. OK, I found the likely source of the image: [1], about halfway down the page. The caption was cropped off but other than that the two images appear identical. The text and images on this page ([2]) appear to have come from "The Flower City: Center of Nurseries and Fruit Orchards", originally published in The Rochester Historical Society Publications in 1940. The caption, presumably written in 1940, describes the image as copied from an 1860 Descriptive Catalogue of Fruits. I will try to make this web of sourcing clear on the image description page.
