Dutch copyright rules apply (the photo was made in the Netherlands in or before 1943), and as this is a photo by an anonymous photographer and made >70 years ago, this photo is clearly Public Domain (see also Wikisource Auteurswet art. 38.1). Short translation (in my words): "copyright of works by anonymous authors expires in the NL after 70 years". See also Wikipedia copyright lengths. About the aspect of WWII & NL copyright: the Dutch government in London drafted a law in 1944, in which all assets of German organizations in NL and Dutch organizations collaborating with the Germans were legally declared to be the property of the Dutch government (formalized as "Besluit Vijandelijk Vermogen" (1944), later Wet van 24 april 1947). This law was retracted in 1956 (so as not to hinder Dutch-German post-war business relations), though (at that moment) not for the 41 so called "BOLO"-organizations (NL-nazi organizations etc.). Regarding this photograph of Ellen Burka the "normal" Dutch copyright rules apply: published in 1943 or earlier, no known author ---> public domain since 31 Dec. 2013.
