Yes, technically the image is public domain, but we ask that you credit "Texas State Library and Archives Commission" as the source. The photo was made as part of a current events in Texas state government program that ran from 1970 to 1995. Operating on a small appropriation the goal of the program was to insure that the Archives would receive quality photographic documentation of significant state government events.
