"You only count formally inducted parts of the Empire, and not the Russukrainian conquests, in which case the depicted area is way too big." It's not too big. This is everything the empire had, in Europe at least. The only inaccuracies is the Democratic Republic of Georgia and the tiny area in the south of Finland.
