This is misidentified. This is actually a cultivated specimen of Cyperus alternifolius (it's on a street somewhere, you can see some blurry people seated in the background), a common ornamental. C. scariosus does not occur in India. That name is misapplied to C. pertenuis. Both C. pertenuis and C. scariosus have very slender culms and only have three involucral bracts (the things which look like leaves), not the large amount seen in this picture.
