Because the tag {{PD-Macedonia}} does not apply to this image in any case, as Thessaloniki was never part of Yugoslavia or its former constituent and current spin-off "Republic of Macedonia". Thessaloniki was until October 1912 part of the Ottoman Empire, when it surrendered to the Greek army, and became de jure part of Greece in November 1913 with the Treaty of Athens. This photo was shot in the period of Greek occupation. Also the archive "Macedonian Heritage", which falsely claims copyright, is not related with any of these entities. The most appropriate tag would be {{Anonymous-EU}}. SV1XV (talk) 11:29, 20 July 2017 (UTC)[reply]

According to Greek copyright law, a work is anonymous if the creator did not sign it in the customary way (for the type of work). So some works which could be classified as orphans elsewhere, in Greece are classified as anonymous. SV1XV (talk) 19:11, 22 July 2017 (UTC)[reply]
