I believe you intended to say V_CE > 0.2V not V_EC > 0.2V for the device to be in forward active (since this is an npn).

> V_CE = v_out(t)[> v_E(t) + 0.2V] - v_E(t)

> ⇒ V_CE > v_E(t) + 0.2V - v_E(t)

> ∴ V_CE > 0.2V
