Sources: The Law of Georgia "On State Emblem of Georgia" November 14, 1990 and the Law of Georgia "On Assertion Regulations of State Emblem of Georgia" December 28, 1990 (Abolished in 2004). Unfortunatly there are no internet versions of those laws. Here is the Act of Independence of Georgia (1918) File:Act of Georgian independence of 1918.jpg, with the first CoA and here is the Act of Restoration of Independence of Georgia (1991): File:Act of Georgian independence of 1991.jpg, with the arms of that period - it's easy to observe the difference.
