No single published picture falls out of the sky nor does any publication obtain the copyright by using exisiting family pictures. On a copyrighted picture the photographer should be mentioned which was not the case and would have given a first indication.
All pictures of Charles Vanden Bulck are part of their family archive. An important part of the family archive was donated by his son Charles Franz VandenBulck to CMOR - Children's Museum of Oak Ridge and which I received in order to build an article. The donation agreement is uploaded to commons wikimedia in the Charles Vanden Bulck category showing that there are no limitations to the use. In an adult and professional world 'Discussion' should be used as two previous editors did rather than having blind copyright hunts. Alike several pictures of generals Kenneth Nichols and Leslie Groves in uniform in a military setting and in this case in the secret city of Oak Ridge Tennesee should be considered permissable as
