Here ([1]) is another version of this photo, obviously from the AAVH. However the website is no longer working, and this photo does not appear to be archived by Flickr user Manhhai or archive.org.

In 1932, the Nguyen Dynasty's ministers were: Nguyễn Hữu Bài (阮有排), Võ Liêm (武濂), Thái Văn Toản (蔡文瓚), Phạm Liệu (范燎), Vương Tứ Đại (王賜大) and Tôn Thất Đàn (尊室檀). With the exception of Vương Tứ Đại (王賜大), all of the ministers have been found to have identified photographs.

The person on the far left of the first row raising his right hand is undoubtedly Nguyễn Hữu Bài (阮有排), Minister of Personnel (Thượng thư Bộ Lại/吏部尚書).

Next to Nguyễn Hữu Bài, with both hands in front of his body, should be Bửu Liêm (寶嵰), son of Emperor Dục Đức (育德). See: AP0654-Sogny-Marien.jpg

The man on the far right of the front row wearing glasses should be Bửu Thạch (寶石), who served as President of the Court of the Imperial Clan (尊人府大臣) until 1933, a position considered comparable to that of Thượng-thư. In the second row, the person who stood behind Nguyễn Hữu Bài and raised his right hand should be Võ Liêm (武濂), Minister of Rites (禮部尚書). See: AP0940 Maurice Cosserat – Hué, 1923 – Trois acteurs principaux de l’AAVH.jpg

Behind Nguyễn Hữu Bài and Bửu Liêm, the man with the beard is supposed to be Tôn Thất Đàn (尊室檀), Minister of Justice (刑部尚書). See Portrait of His Majesty Tôn Thất Đàn.jpg

The person on the far left of the whole photo is Nguyễn Năng Quốc (阮能國), who is not a Minister, but a retired Governor (Tổng đốc/總督).

The person next to Nguyễn Năng Quốc is Thái Văn Toản (蔡文瓚), Minister of the Interior (戶部尚書).

Now there are still two characters that haven't been identified, if the person between Nguyễn Hữu Bài and Võ Liêm is Phạm Liệu (范燎), then another person, between Bửu Liêm and Bửu Thạch, should be Vương Tứ Đại (王賜大). There is a portrait of Phạm Liệu, but it is not very clear. In addition, there seemed to be another person standing behind Bửu Thạch. Therefore, I am unable to determine the identity of the other characters.
