As seen at [1][2], CR 214 is signed with black text on a white rectangle at junctions with I-70. But I think that's because Belmont County's usual white-on-green design isn't one of the two designs sanctioned by the Ohio MUTCD, and the sign assemblies pictured on those pages are maintained by ODOT.
