Left to right: Kaiser Wilhelm II of Germany, Emperor Franz Joseph of Austria-Hungary, Sultan Mehmed VI of the Ottoman Empire, King Ferdinand I of Bulgaria.

Since Franz Joseph I died in 1916, his portrait can not be drawn in 1917.
