"This symbol should be recreated using vector graphics"? Nonsense, IMO. This is a picture of a coin. I don't see how vector graphics could improve this picture, as it is of very high quality and resolution already and would be difficult if not impossible to faithfully recreate (especially the shine) because of SVG's limitations. SVG is definitely capable of something like this. The problem is that it's filters aren't too well supported yet (but have gotten much better recently). See File:Cent.svg for an example. However, I agree with you that there's not much point in wasting time making this in vector form. Just because it's possible doesn't mean it makes sense.
