The cited link ([1]) does not contain this image, to my knowledge. Also, is this design not too simple to copyright? I'm not that well versed in all this, but earlier debates about antique license plates seemed to reach the consensus that simple monocolor-on-monocolor Arabic numerals and Roman letters on a solid background did not qualify as copyrightable material, while more complex designs did. I agree with your assessment regarding copyright, but then the source of the image comes into question. The image is quite clearly from the DMV site, and not the work of the uploader or "from personal collection". HokieRNB (talk) 12:41, 9 July 2009 (UTC)[reply]
I'm not sure. It's possible to purchase a sample plate from the DMV for $7.50. The user who uploaded the image could very well own this physical plate and could have scanned or otherwise captured its image. But perhaps it would be safer to declare the DMV as the source?
