Yes. I don't read Korean, but I think that text in the image at the bottom refers to the copyright for the design of the page; if you click on it, you'll see it goes to a page that designs Tistory web sites.
The Creative Commons attribution license for the content is the tiny, hard to see, grey-or-bronze-colored Creative Commons Attribution icon icon just above it to the right. You can see the rules for that at COM:WHERE#Tistory. That licensing with a tiny icon at the bottom right is consistent across Tistory sites of different designs, for example, here is a site that licenses as Attribution Non-Commercial No-Derivatives, Creative Commons Attribution icon Creative Commons Noncommercial iconCreative Commons No Derivative Works icon. http://ndb796.tistory.com/37 A usage rights reviewer's life is not an easy one. --GRuban (talk) 14:23, 22 December 2018 (UTC)[reply]
