Origin

It's based on the modern flag of Ostrogozhsk Cossacks which is based on the Don Cossacks' Flag. This modern Russian Sloboda-Ukrainian Cossack organization changed the last bar of the Don flag to black because Voronezh and Belgorod oblasts are considered to be parts of the so called Central Black Earth Region of Russia.
