While our States weredallying, or impeded in obtaining means of replenishing our rivers, which they didnot possess within themselves, Canada, with superior natural facilities, made rapidprogress in the great work of recuperation, and is now in a fair way of restoringto her rivers the salmon in all their former wonderful plenty.

No amount of fly-fishing, or surface-fishing, as it istermed, can deplete a salmon stream, for, as you know,though there may be hundreds of fish lying in the pools,it is only a very, very small proportion that will rise tothe fly, no matter how skillful the angler may be, nomatter how patiently, how diligently he may labor withthem. So well recognized is this fact, that in your Cana-dian Fisheries Laws, which are carefully and wisely drawn,while the use of nets, spears, and all manner of other de-vices for the capture of salmon and trout is absolutelyforbidden in the streams under heavy penalties, there areno restrictions against fly-fishing during the entire openseason. In fact the law specially prescribes that it shallbe lawful to fish
