Panama is regarded by the Government as ofsufficient importance to have an American IMinister, and welearned that he was in town, but did not call upon him. The beautiful hills above the City of Panama were dottedwith the buildings of the celebrated Ancon Hospital, andMcKinley and I, accompanied by Division SuperintendentMaltby, urged our driver in this direction.
