As director general of trans-portation, in the face of almost insurmountableobstacles he organized and brought to a highstate of efficiency the transportation service ofAmerican Expeditionary Forces. The suc-cessful operation of this most important serv-ice, upon which the movements and supply ofthe combat troops were dependent, was largelydue to his energy, foresight, and ability.G.
