Wm. B. Howland, Publisher, Dead. Head Of The Independent Is Stricken Suddenly In His Office With Heart Disease. The Founder Of Outing President Of The National Institute Of Efficiency Was Long Prominent In Public Affairs. William Bailey Howland, President of the Independent Corporation, publisher of The Independent, and The Countryside Magazine, died suddenly from heart disease yesterday in his office, 119 West Fortieth Street, in his sixty-ninth year. He arrived at the office seemingly in the best of health and was shortly after seized with the attack from which he died before the arrival of his physician, Dr. J. Wilford Allen, of 117 West Twelfth Street. In addition to his other activities in the publishing business. Mr. Howland was the founder of outing, and 1800 to 1013 was the publisher of The Outlook. He was born in Ashland, New York, and was a son of the late Rev. Harrison O. Howland and Mrs. Hannah O. Bailey Howland. Mr. Howland was graduated from Williston Seminary in 1861 and in 1872 married Miss Ella M. Jacobs in Gowanda, New York. In 1832 he founded Outing, of which he was editor and publisher until 1885, when he became editor and publisher of The Cambridge Tribune. Mr. Howland retained his connection with The Tribune until 1890. when he came here and became publisher of The Outlook, with which he remained until 1913, in that year he became managing director of the Independent. Mr. Howland was actively interested in public affairs and was Treasurer of the Society for Italian Immigrants. The King of Italy decorated him for his work in their behalf. In addition he was Treasurer of the American Civic Association and the American Scenic and Historic Preservation Society. Mr. Howland was President of the Commissioners of the State Reservation at Niagara, and President of the National Institute of Efficiency, which he organized last year. During 1903-1907 he was Treasurer of the Congregational Home Missionary Society and at the time of his death was a Trustee of the Chautauqua and Sulgrave Institutes. During 1915 the University of Toronto conferred on him the honorary degree of LL.D. for his work in connection with the celebration of the 100 years of peace between this country and Great Britain. Mr. Howland was a member of the City, National Arts, Aldine, Italian, National, and Republican Clubs of this city, and of the Manor house Club of Bredon, England. He lived at the Hotel Chelsea, in West Twenty-third Street, and had a country home, Seven Chimneys, at Westfield, New Jersey. His wife and two sons, Karl V. S. Howland, publisher of The Independent, and Harold J. Howland, associate editor of the same magazine, survive him.
