In 1833 werd het opwerpen van een gedeelte van het fort Oostoever ter plaatse van het voormalige Nieuwe Werk aangenomen voor f 28.500,- en uitgevoerd onder het opzicht van de Kapitein Eerstaanwezend Ingenieur J.E. Duyvené en de Eerste Luitenants Ingenieur J. van der Meij en M.J. de Bruijn. Tezamen met het fort Westoever wel aangeduid als het fort aan het Noordhollands kanaal, werd de oorspronkelijke kielplaats van 1833-1835 omgewerkt tot fort Oostoever. Fort Oostoever diende om het Noordhollands Kanaal, de kanaaldijken en de Kooy onder vuur te houden. Ook kon men vanaf 'Oostoever' vuur uitbrengen vóór en op het fort Westoever, de Gemeenschapslinie en op de Schooterduinen. Tot aan fort Harssens kon de vijand worden beschoten. Fort Oostoever, voorheen de kielplaats "Het Nieuwe Werk" (gebouwd 1791-1792), was de voorloper van de later gebouwde Rijkswerf. Hier heeft Den Helder zijn economische 'roots' liggen.
