En plein centre-ville de la capitale Porto Novo se dresse la statue du roi Toffa 1er. Celui-ci règna, de 1874 à 1908, à Xogbonu, ancien nom de Porto Novo. Pour promouvoir son royaume et nettement se séparer de Glèlé et de la dynastie des rois d'Abomey, il s'associa avec la France, et en 1882 s'instaura le protectorat français. Toffa vit son royaume prospérer économiquement et culturellement ; sa capitale Porto Novo devint celle de la colonie du "Dahomey et dépendances" avec édification du Palais du Gouverneur, mais son pouvoir personnel était de plus en plus rogné.
