  • Please note that the 'portrayed' person uses a mask of Vienna's mayor Michael Häupl, who is not known for being a water drinker. The bottle in her LEFT hand is typical for eastern Austria, so-called "Doppler" (double-liter wine bottle). Who might care?

Nevertheless, Mr. Häupl could have prevented these "Augarten" proceedings, years ago, and he still could do. That is what the joke is about.

The photographer, BTW, can ascertain that the protesting person is a teetotaler, as of now ;)
