Originally I said "Goodness knows why, but quite obviously this building has been surrounded by scaffolding for some time now. Why it's in this state I know not, but...

Taken from the train waiting to get into Leeds station."

I was told some time later, that this was a transformer station for the tram system, and it was derelict for so long due to the chemical/asbestos contamination! The building was demolished fully in early 2018
